I totally agree that it is my fault for the forgotten documents for my wife and baby when we were in a hurry. Unfortunately, we have applied at the last possible moment due to delays in assessment by NZQA with more than six months and no response from the immigration agent with an advice on how to proceed in this specific case.
My first application # XXXX was sent in time, but we did not receive understanding and extension of the period of four months. When re-sending the documents obviously a new number was assigned (application # YYYY but in any way the e-medical records are not older than 36 months compared to the first application.
New Zealand is known for its hospitality, diplomacy and openness to families, professionals and qualified people willing to invest. I have an appointment for job interview and already booked a hotel for the beginning of 2017. We kindly request you to review our case once again in order to save time and efforts.

FEEDBACK RESPONSE LETTER
Dear Mr ***<Applicant>***,
Thank you for your email regarding our decision to return your application for residence under the Skilled Migrant category. I have reviewed your application and I am now in a position to respond on behalf of Immigration New Zealand (INZ).
From your email, I understand that you have raised concerns that your application was returned to you as it was outside of the Invitation to Apply (ITA) period, and your medical certificates had also expired. You have advised that you believed that, given INZ had already received your application once, the medical certificates would remain valid. You have requested for an extension to provide the eMedical documents, and for your ITA to be re-opened.
Based on our records, your application has been returned to you for two different reasons. The first reason is that the four month deadline to provide your application has passed, and the second is that your medical certificates had expired before INZ received your application a second time.
Our records show that an ITA letter was sent to you on 25 February 2016 which stated the following:
Apply within four months
Your residence application must be received by INZ, with all required documents, within four months of the date of this letter. No extensions will be considered or granted under any circumstances. If you do not submit a complete application before the deadline, your invitation to apply will lapse and you will need to submit a new EOI to restart the process.
Although we had initially received your application within the deadline date on the first occasion, the required documents had not been provided. Therefore, we were unable to accept your application in our system as your application was incomplete, and your entire application was returned to you. I appreciate that there was a delay in returning your application, however this does not negate the original ITA deadline. I would have preferred that the Support Officer who returned your application to you the first time had re-iterated the deadline date and the date to which your medical certificates would expire, and this feedback has been provided to the Support Officer concerned. However, I am satisfied that you were made aware of the requirement to submit a complete application within four months at the time your ITA was sent based on the information contained in your ITA letter.
As you are aware, INZ is required to follow Immigration Instructions when assessing an application. There are no provisions within the Skilled Migrant category which enable an Immigration Officer to waive or extend the ITA deadline, or to waive a medical certificate should this be expired or not provided at the time of lodgement. It is for this reason that the Support Officer who compiled your application was required to return the application to you, as the Immigration Instructions which we are required to adhere to do not allow us to do otherwise. The date stamp which was included on your documents does not mean that the application was accepted for processing.
You have mentioned that you waited for a significant period of time trying to contact the Immigration Contact Centre without success and I apologise for the difficulty you experienced in obtaining information about your application from our Visa Application Centre and the Immigration Contact Centre.
I appreciate that this is not the outcome which you are hoping for, however I hope that the above explanation makes it clear why INZ is not able to reopen your case and grant an extension to your ITA.
